Dr recently reviving Regulations of the Fire Brigade, my attention was called to the provisions
Stinace 1951557 by which Chinese were subjected to a punishment (a maximum of Fifteen Blows or not more than $50 fine) unless assisting in working the Engines, to which Liners were not subjected. Apart from the general principles laid down by Her Majesty in the Public Instructions as to punishments of this nature, the objection to the policy in this case of subjecting persons of the Chinese race to the punishment appears manifest on looking at the statistics that accompany the Regulations, from which it appears that the great majority of the Fire Brigade men in the Colony are Chinese.
During the great Fire of December E. 1875, Lt C. I. Reed, M., as recorded accompanying me through the Town, remarked that he never saw fire-men work more willingly or with better discipline than the Chinese; and that among the people collected in the streets, he never saw so patient and well-conducted a crowd.
